Building an Employment Focused Welfare System: Work First and Other Work-Oriented Strategies in Five States
Found that five states that have experienced caseload declines – Indiana, Massachusetts, Oregon, Virginia and Wisconsin – did so by making a job search the first and central activity, limiting participation in education and training, imposing stricter participation and work requirements, including greater use of unpaid work experience, enforcing stiffer penalties for noncompliance and placing time limits on assistance.
