When it comes to solving difficult public policy problems, says Public Agenda's Will Friedman, you can frame the issue for persuasion, pushing some facts to the forefront to advance a specific point of view, or you can frame for deliberation. That, says Friedman in a video Op Ed for SongOfACitizen.com, is more useful: a process of clarifying all the concerns surrounding a problem, along with the pros, cons and tradeoffs of various options, so all sides can figure out what's in the community's best interest.
