Reports from the U.N. climate conference are generally positive, with developing nations like Mexico and Brazil laying out plans to curb emissions, despite a global recession, and high hopes for a transitioning U.S. presence. European nations plan to reduce carbon emissions by 20 percent by 2020. The Interior Department meanwhile has a new rule to keep the Endangered Species Act from being used as a "back door" to legislate climate change, which researchers say is occurring "unevenly."
